Rotting rubbish stored in open truck

Opposite 272 Brangwyn Crescent, White Mitsubishi open truck Reg LN11 XMT has been parked for several weeks full to the brim, storing rotting, household waste including a leaking drain pipe. We are now having drain flies in our property near by. Concerned this is an environmental and community health risk.
