Excess rubbish from fly-tipping next to communal bins which haven't been emptied

Sent to Merton Council less than a minute later. Council ref: SRQ-846945-J0Q7X7.

The communal rubbish bins for 100-106 Haydons Road were put out for collection on Monday morning. They were not emptied on schedule. We were advised to leave them out for late emptying but this has not happened. In the meantime, the bins, which were already full, have attracted fly-tipping around them. They are close in Haccombe Road by the entrance Haydons Road Recreation Ground so there are a large number of passers by often with rubbish. Vermin attacked the plastic bags last night and the site is health hazard.
