Litter rarely cleared on Wilton Grove

I have just spent 45 mins clearing litter from the planting at the Kingston Road end of Wilton Grove as I do about once a month. Can I have a Council Tax discount for this? Perhaps you could contracharge your contractors? Meanwhile the rest of Wilton Grove is litter strewn. Can the street be swept? Perhaps you could charge the refuse collection contractors for rubbish they leave on the street on collection days?
