Dead plant in pot dumped on public pathway

I actually saw the occupant of no. 47 turle road, whilst walking with my sister take this item from his back garden and place in front of the gate on the public pavement. This occured on Aug 24th. When i asked if he was going to leave it there he said someone was picking it up, however later he moved it back into his home but at the front of the house. However 2 weeks later today 13th september it has appeared again on the public path
