Vehicle obstructing one specific place nit moving for too long

This car is parked in one spot for 2 months now not moving. I have asked neighbours and they said is not their car. Are people from other Road allowed to park wherever for so long? We do have building works at home and sometimes we ask neighbours to move their car for big lorry to park to grab a skip for example but here is no one to talk to , no owner. It is rediciolous that nothing is done about it. The car is packed with stuff.
