Pavement outside library poorly repaired following work

The stone pavement outside the library was dug up a few days ago, presumably for work on the utilities. I noticed that many of the stone slabs had been broken up and damaged by the workers. I had assumed these would be replaced like for like but it appears the pavement has been tarmacked instead (see photo). This is disappointing as it looks ugly and shows a lack of care by the workers. It also may mean that pedestrians are further disrupted if the pavement is repaired again.
