There are two industrial bins on a public path next to several electrical boxes. They belong to the multi-storey building across the road, but this week they have been placed back on the public pathway. One bin has been moved back, but it was subsequently moved forward again. This situation is unsightly, and now other people are using it for their rubbish, which is attracting rats.
