Leaking water on downward slope: when this turns to ice people always lose it here and crash

This has happened before and I have seen it in real time. There is some water leaking for somewhere on Home park road as you turn into off Arthur road (wimbledon village end). What happens is, when we get a freezing night this turns to a skating rink, and it's exactly where people are accelerating off Arthur road down home park rd ... they see the ice too late, brake and skid or simply lose it anyway .. I have seen a car in the lamppost below and a multiple vehicle shunt before when we had a leak that ran down this bit of road... not only are people accelerating down the hill, but the road also starts to bend here which adds to the danger when they lose it. Suggest some detection work is done asap on the source , and until it is fixed this section of road is earmarked for priority gritting
