A repeat offender. This multi occupancy property has its 2 communal bins on the street side with no locks. It is always overflowing from resident rubbish and I suspect fly tipping. Much is food so gets scattered across the pavement encouraging foxes, rats etc. this is as much as bin management issues and rubbish dumping.
