Overflowing waste

Sent to Merton Council less than a minute later. Council ref: SRQ-1175856-R9D0X0.

Large dustman type yellow wheelie bin has been dumped by the leb substation for about a month and is being used as a public waste bin. It is now so full it is overflowing and the excess rubbish blowing all over the road making our neighbourhood look like an unloved rubbish ridden street
