Foul Odour from Drain

There is an ongoing persistent foul odour coming from the drain hole outside #73 Eastfields Road. This is an issue that has been ongoing for months. The smell is so bad that it is affecting quality of life in both the upstairs (73A) and downstairs (73) properties.
This issue was reported to Themes Water, on reference 00568437. They attended on the 11th of March and checked the pipes from both properties, and assessed there was no issues inside the properties. The engineer stated that the issue comes from the fact that the drain hole is clogged, and has not been cleaned in a very long time. The engineer also stated there were numerous items of debris, such as a license plate for a car, down in the drain hole. The engineer stated that due to the location of the drain hole, it was the council's responsibility to fix.
This was previously cleaned by Merton council, but has once again started to smell.
Can this please be planned for in advance as vehicles regularly park over the drain cover as pictured, and engineers have previously left without cleaning due to this.

Can I have an update on this please? This has been outstanding since December and my kitchen is starting to smell like rotten flesh. The street outside also has a very strong stench.
