Bollard down pedestrians meeting cars on blind corner

Due to seemingly endless traffic problems in Mitcham - Love Lane is once more being used as a rat run. So many pedestrians cross by this corner, with no pavement on into the alley. Both the bollard at Edmund Road and that by Russell Rd along Love lane have been down for many months if not years. The person who used to take out the bollard at Edmund Rd has now been evicted so it’s very unlikely this will happen again. The corner at Edmund Rd is a blind corner. Sadly This is an accident waiting to happen. We need a speedy solution please.
