Arthur Road - danger due to high density of vehicles at speeds exceeding 40/50mph constant and daily

I and many of my neighbours who live on Arthur Road, have become aware of the increasing problem of a higher and higher density of vehicles driving at very very high speed along the whole distance of Arthur Road. It is a winding road, with many cyclists (including myself) and we are feeling more and more afraid as we cycle along our own road, due to the high speeds (often up to 50 mph and sometimes faster) of most of the vehicles, and the dangerous nature of the blind curves.
There is only one 20mph sign, half way along the road when the vehicles are not seeing it as they are going too fast already. The sign is also partially hidden by foliage.
A speed camera would achieve, I don't doubt, a very large amount of money for the council. However, if this is not doable, the road desperately needs many more 20 mph signs. It is used as a cut through and has become like an A road in its feel. We know that there is a nasty accident waiting to happen, but in the meantime, the air quality is being made poorer and pedestrians and cyclists are afraid, as more and more cars use the road as they know they can drive very fast on it.
