Black wheelie bin dumped by the tree which gets left

Sent to Merton Council less than a minute later. Council ref: SRQ-1205720-J2S4P5.

The wheelie bin has been left by the tree for about a month originally it had paint tins in but over time people have been adding multiple random bits of rubbish and food waste to it which is on the brink of overflowing . This is a nuisance as it encourages people to fly tip and dump whatever they would like in it on the public pavement
