Illegal dropped kerb

Using their wheely bin to claim a parking spot on an already congested road and difficult to find parking. The house front court is not big enough for a driveway which is obvious since they never park their car inside. The kerb has been like this for years and the previous owner told us it’s not legitimate. You can see it was not done by the Merton council as the kerb looks completely different.

Please do something about this asap as they cannot claim a parking spot like this.
