Collapsible bollards bollards Defective

I'm a officer from the London Fire Brigade at Wimbledon fire station. We were responding to an emergency fire call yesterday & were unable to access Havelock Road via Plough Lane SW19, due to the pad locks on the Collapsible bollards were rusted shut.
