Padlock missing on no through road bollard.

I live at 27 All Saints Road and notice the bollard for the no through road was missing. After a very brief search I found the bollard was lying next to a fence. It looks like the bollard has been used to break the fence (as seen in the image). I have placed the bollard back its intended spot but the padlock to secure the bollard is missing. Please could the padlock be replaced immediately. Road users have been driving through and removing the bollard.
