Bollard suddenly appeared

I arrived home the other day to find this monstrosity had been installed on the pavement between mine and my neighbours dropped kerbs. Neither I nor my neighbour has been notified about this. I understand the pavement needed repairing but why the need for a bollard? Surely a tree would have been preferable? Please can someone contact me to discuss this.
