Overflowing bins on road for months

Neighbors have overflowed their bins on the street for months now and the binmen refuse to collect the rubbish. It falls on the floor and attracts rats and foxes which rip open the bags and this is an absolute health hazard and our neighbors are sick and tired of this. I have spoken to them directly twice but their English is very poor. It has been going on for 6 months and I want this resolved. Please help.

  • Just to clarify that I meant the other neighbours on our road are sick and tired of this. The problem are my direct neighbours at 81 Hassocks road that are causing this litter problem. I wasn't referring to the binmen. Thanks
