Rubbish

The whole row of houses on one side of Palmerston Grove leave their wheelie bins out all year round. none of them put the correct rubbish in the correct bins so bin guys come along pull all the bags out, the residents just leave them on the street for foxes to rip open, litter all over the street all the time. Other residents on other side have to clean it up on a regular basis. I once left a wheelie bin out for 2 days and got a fine yet they can keep them out all year round? I have already spoken to them several times but nothing ever done. So fed up that it makes our street look terrible and is probably attracting the rats I have seen running about.
