Dog fouled

Two dog owners (grey haired white male 60s, dark haired white female 50’s and their 2 small dogs (pug sized but cannot confirm breeds). Dog fouled on pavement, they laughed and carried on walking to block of flats on High Path Estate - I didn’t challenge as he shouted some obscenity when he saw me watching them
