House repeatedly dumping rubbishon footpath

This rubish has been on the footpath for nearly a week. 360 Martin Way is rented out for short lets and leaves bins and rubbish on footpath where foxes attack it. This time, garden rubbish has been added to it. Please tell me how to escalate this. I have reported this problem so many times and still, the problem persists.

    Even though the bub men were around on Friday 19 September, this is what was left behind. What is being done to get the owner of house no. 360, Martin Way to adhere to keeping this area clear of their rubbish. Who else can I speak to if you can't do anything?

    More rubbish has been put i to bins since my last notification. One of the bags has been spiky over the public footpath and is blowing into the Merton Mansions estate. This has been going on for a very long time and nothing changes.
