Wheelie bins left all over pavement

Residents are required to leave wheelie bins so that they are not blocking the pavement. However the refuse collectors consistently just leave the bins all.over the pavement. For Residents who are not in this can be a security risk, bins end up going missing or are damaged and for pedestrians it makes it a dangerous obstacles course.
