Overhang Tree branch

The tree in front of our house has not been maintained for over four years and has become extremely overgrown. This has caused blocked gutters and drainage issues for our property, and also prevents sunlight from reaching the plants in our front garden. Our neighbour across the street has mentioned having the same problem. On Thursday, 28th August, a vehicle drove around Merton Hall Gardens and appeared to clean the dead leaves, but the noise was very loud and the leaves were still left on the pavement. There is no leaves in the middle of the road, common sense? I am unsure what the council vehicle was doing—whether it was actually cleaning the leaves or just keeping someone occupied. Please prioritize this request. We are paying increasing council tax and we need a basic service.
