Flags hanging on lampposts

As much as it is great that there are union jack flags hanging outside, these have not been hung by the council but by residents. How has this been permitted as this is clearly a professional job? It is also in areas where there is a diverse community. There are markings of union jakcs on the floor for racist connotation. This is threatening behaviour and should not be allowed or fuelled.
