Dog mess on pavement

The weekend just gone we had an incidence of dog fouling outside our house 105 Pelham Road Wimbledon(13th September .Also my wife witnessed an incident on Sunday where a dog walker was about to leave the mess on our road but saw my wife then came back to clean up .We believe these incidents may be due to professional dog walkers as we have seen vans nearby
