Litter bin on public footpath by 28 Charminster Avenue

Sent to Merton Council less than a minute later. Council ref: SRQ-1259336-H9H3S8.

Previously reported (8224659) and cleared but today bin has been emptied and once more the green bag has been left beside the bin and once more foxes have got into it and food waste is spread across the footpath. Until recently the green bag was taken away at the same time in the lorry but that is not happening at present.
