Tarmac covering cobble stones causing surface water flooding

Sent to Merton Council less than a minute later. Council ref: SRQ-1261471-P4R9W6.

I'm reporting poor drainage on Hardy Road approx. between numbers 81 and 91 due to the covering of the road curb cobble stones with tarmac since the last road resurfacing. This stops rain water from flowing into the gully drain causing accumulation of surface water. Can the tarmac be removed from the curb cobble stones to facilitate water flow as it was before the road resurfacing. Thank you.
