Blocked culvert above main drain

Hi - there's a culvert which drains the pavement on the kerb above the drain outside my house (62 Seely Rd). It looks like it has been inadvertantly blocked with tarmac the last time the road was re-covered (you can see the tarmac in the picture). Consequently water is flooding the area as it is not draining and is backing-up into my property. My insurers advise me this a council issue rather than TfL but I don't know for sure. Anyway, I don't think it would be difficult for someone to come and unblock it.

Thank you for reporting a blocked drain or gully.
If we can clear the blockage using a tanker with a suction hose, we will do this within 5 working days of your report.
If more complex work is needed such as digging out compacted silt or repairing collapsed drains, it may take longer.

Hi - I saw your guys with a tanker clearing a drain over the road - but they went before I could speak to them about the drain outside 62 Seely Road. In any case, it's NOT the drain that's the problem - it's the tarmac covering the water outlet from underground drainage pipes. Todays rain is now backing-up into my porch via the guttering downpipe. Could you help asap please.

Hi - I'm told that the tarmac is in the "storm drain" and that some houses have this drain as the escape for their rainwater via downpipes. Mine is overflowing like crazy today!!! Please could someone clear the blocked storm drain asap...... I'm flooding.....
