New White Lines outside 153 and 155 Central Road

Can you please explain why new white marking lines have been installed outside 153/155 Central Road. We had a lorry arrive around 8.20am today to carry out the work. Recently the father of the lady who lives at 153 Central Road came and marked out and measured in front of the house. I can only assume he works for the council. Once the lorry arrived the occupier of 155 Central Road rushed out asking for the same markings to be put outside his house. Surely there is a process for this sort of thing and you can't just demand it when the contractors arrive. I can only assume that these are installed because of dropped pavements. Others of us also have these but we have not been offered the same. Many years ago we had double yellow line installed to deter people parking from outside our close. Is that not sufficient? I would appreciate some answers to these points
