Vehicle has been parked there for over 4 years without ever moving

Vehicle is not actually abandoned but belongs to resident at 22 Russell Road. The vehicle has not left the street for more than 4 years now, becoming a feature in the street, with weeds growing around its tyres in the summer days. The vehicle is extremely rusty and seems barely roadworthy. Owner of the vehicle was running its engine for 15 min today, probably to recharge its battery. The amount of pollution emitted as he keeps throttling up was excessive. Parking is at a premium in this street and it seems particularly unfair that this kind of behaviour is being tolerated.
