Bicycles locked to street furniture blocking the pavement

This bike is often left parked to either the street sign or lamppost. It is a narrow pavement on only one side and a sharp bend which makes it very dangerous for wheelchair users or parents with buggies as we have to move into the road around the bicycle. Please can some signage or communications be left to give advice on more appropriate places to leave a bike?

    A highway officer will visit to inspect the site within five working days. If we think the obstruction may be dangerous based on the information you give us, we aim to inspect the site within 2 hours. If we decide it is dangerous, we will resolve it within four hours after inspection. If it is not dangerous, we will resolve it within 28 days following the inspection.
    We can take legal action against people who cause obstructions to roads, pavements or footpaths.
