Aberconway Road - Water pond on the pavement forming ice

There is a pond of water on the pavement every time after rainfall. Last week it became an ice due to cold weather. Could you fix it and allow the water draining out? And the hire bikes are blocking the way forcing pedestrians walking into the water, which is slippery last week. Could you move the parking bay to somewhere else like outside the shops or the high street main road? This parking blocks the essential road for pedestrians walking to the tube station. In contrast, the pavement with pods is wider. Alternatively, there is still space to allocate bike racks near bus stations.
