Dear Sir/Madam, Re: Unroadworthy and Illegally Parked Vehicle – Grey Mercedes-Benz, Registration FX68 VUG Location: Opposite No. 18 Illingworth Close, CR4 3QH, Mitcham I am writing to formally raise a complaint regarding a grey Mercedes-Benz, registration number FX68 VUG, which has been continuously parked on Illingworth Close, Mitcham opposite number 18, for an extended period. The above-mentioned vehicle has been left stationary for over a month and, to the best of my knowledge, does not hold a valid MOT certificate, having expired on 9 December 2025. The vehicle remains parked both day and night and is therefore unroadworthy and unlawfully kept on a public road, contrary to the Road Traffic Act 1988 and associated DVLA regulations. This ongoing situation is causing significant inconvenience and distress to local residents. Despite the road being unusually wide, double yellow lines have been installed by the London Borough of Merton, severely limiting parking availability. Furthermore, Clarion Housing has not provided adequate parking support for its tenants, including the absence of parking permits. At the same time, Merton Council has failed to implement a residents’ parking scheme, leaving legitimate residents at a disadvantage. As a result, parking spaces are frequently occupied by non-residents, including individuals commuting to Wimbledon who park locally and continue their journeys by tram, as well as occupants with no apparent legal entitlement to park within the estate. This directly undermines the reasonable parking needs of registered local residents. I am therefore concerned as to why this vehicle has been permitted to remain in clear breach of parking and vehicle roadworthiness regulations, particularly within a residential housing estate managed by Clarion Housing. The continued presence of an unroadworthy vehicle also presents potential safety and environmental risks. I respectfully request that Clarion Housing liaise with the relevant authorities and take immediate and decisive action to ensure the removal of this vehicle and the enforcement of applicable parking and safety regulations. Prompt intervention is essential to restore a safe, lawful, and orderly environment for residents. If it is abandoned, we will give notice to the owner before we remove it. The length of notice depends on the circumstances, and is normally:
• 7 days for vehicles on the public highway that are not dangerous - this applies to most abandoned vehicles
• 24 hours if we decide the vehicle is dangerous
• 15 days if the vehicle is on private land unless the landowner or occupier objects
