Damaged grass verge

Driveway at 340 Martin way has two bollards blocking it, leading off a dropped kerb. Vehicle (which appears to be owned by a resident of the address) parks on the dropped kerb rather than the off street parking at the front of the house which is effectively unused. In doing so, the vehicle is churning up the grass verge with large chunks of mud which extends onto the pavement. Water pools on the pavement leading to large muddy puddles which forces one onto the road to find a clear path. This has been going on for a few months. Is there something that can be done?
