Car is parked completely on vehicle crossover and destroying grass verge

The car when parked completely off road and on the vehicle is being manoeuvred by driving onto the grass verge. The grass verge is between 340 and 342 Martin Wat, SW20 9BS. The vehicle has pushed a think layer of mud onto the pavement covering half the pavement. This is disgusting showing no regard for the environment and is hazardous to wheelchair users, parent with pushchairs/prams and blind/partially sighted people.
