Dangerous and overgrown tree

Over a period of time, the tree in the photo outside number 38/40 Mostyn Road has started leaning to one side as you can see in the photo. in addition, it is also in need of pollarding with the branches hanging low and encroaching substantially (it used to be done regularly but has been neglected for some time).
