Overgrown tree

This tree outside our property has been an endless problem. It appears to be the tallest tree in the street and needs to be pruned regularly but seems to be missed. The overgrown branches attracts birds which soil not only the pavement but my patio area and the cars. I have had to wash down my wall and the pavement outside my property which is becoming a difficult task for me particularly as I am a cancer patient. I have requested for the tree to be pruned right down or removed and replaced with a smaller one but no joy. Can someone please do something about this.
