Riding bikes on pavements

Hello this part of the road is one way, as a result there is a constant steam of adults and teenagers riding bikes, often with huge wheels down this pavement. It is extremely dangerous given that very young children in their way to school and nursery on the grand drive are also using this pavement. Please advise what you will be doing, before there is a serious injury. I recommend permanent signage and wardens issuing fines. Thank you
