Merton council manages this land. This is now a public health hazard, as the carcas is starting to rott. The fields are used regularly by schools. So as the management team that looks after the area, you really need have this removed. If (!) this is not "your responsiblity",, then you as the council, should contact the private land owners and you as the council, should get them to remove it. The land is "private" but is used as public land, and is accessed by 100s of members of the general public daily.
