Public bicycles parking in zoned car spaces

Road markings for the bicycles parking space are barely visible as you can see in the photographs; however these bicycles insist on taking up a car parking space even when there are spaces within the bicycles space; also when the wind blows and these bicycles even when parked within their allocated space fall over onto the cars and damage the cars that are paying lots of money to be safely and legally parked there.
