Abandoned vehicle outside 9/9A Ridley Road (RF14 PXE)

I would like to report this vehicle as potentially abandoned.
The vehicle has been parked in the same residents' parking bay outside 9/9A Ridley Road for over six months and, to the best of my knowledge, has not moved during that time.
The publicly available DVLA information shows that the vehicle's MOT expired on 13 November 2025. I also checked the askMID database, which currently states that the vehicle is "not shown as insured".
The vehicle shows several signs consistent with long-term non-use, including a build-up of dirt and cobwebs. A Penalty Charge Notice also remains attached to the windscreen and has largely disintegrated through prolonged exposure to the elements, suggesting it has been there for a significant period without being removed.
I would be grateful if the Council could investigate whether the vehicle has been abandoned. I have attached photographs in support of this report.

We will investigate to decide if the vehicle has been abandoned.
If it is abandoned, we will give notice to the owner before we remove it. The length of notice depends on the circumstances, and is normally:
• 7 days for vehicles on the public highway that are not dangerous - this applies to most abandoned vehicles
• 24 hours if we decide the vehicle is dangerous
• 15 days if the vehicle is on private land unless the landowner or occupier objects
