Too many tree suckers now fillling up with fly tipping and dog poo bags

The street tree is the first tree as you turn right into Hartland Way. It has lots of tree suckers growing out from the base forming a thicket of leaves and twigs into which people have started throwing their litter. The growth has been there for quite a few months now. Today someone has actually thrown a FULL stinky dog poo bag into the tree at eye level height, and in this heat it really stinks. The litter has always been present in varying degrees and seems to be worse in summer when the leaves seem to hide the obvious litter.
