Foul smells coming from road drain

Since mid-July foul sewage-like smells have been coming from this drain outside our house. We have tried flushing it with buckets of water, but this doesn't work. I don't know how the smells get there but it might possibly be due to sewage sludge which rose during a period of street flooding a couple of months ago in a heavy rainstorm. This drain overflowed then as usual. We have had a long history of flooding from this drain which always overflows into the street when it rains heavily. It has been happening since about 2021. I reported this in August 2023 when it had just been cleaned out by the council - the drain cleaners said the exit hole was still partially blocked as it drained very slowly. I suspect the blockage could be due to building work run-off or other structural change such as road settlement - it now needs investigating properly, not simply flushing out again.
