Adela Avenue - Tree overgrown which is damaging my property.

I am writing to report a concern regarding an overgrown tree at the rear of my property.
I have confirmed that the tree belongs to my neighbour, in 79 Adela Avenue whose property backs onto my garden. The tree has become significantly overgrown and is now approx. 10 metres tall. I am concerned that it poses a risk of damage to my summer house due to its height and proximity.
I spoke with the tree's owner on 4 August, who indicated that she does not intend to trim or reduce the tree. I have also confirmed that the tree is not subject to a Tree Preservation Order (TPO) and is not located within a conservation area.
I have attached a photo of the tree for reference.
I would be grateful for the council's advice on how to proceed with this matter.

Thank you for reporting overhanging vegetation.
If plants or trees on private land are blocking the street, we’ll ask the owner to cut them back. If they don’t do this within 28 days, we’ll write to them again giving them 14 days further notice and if action is still not taken we will arrange for the work to be done at the owner's expense.
