Urgent Hazard – Mass Obstruction of Road and Pavement by Abandoned e-Bikes

INCIDENT OVERVIEW I am writing to formally report a persistent and severe safety hazard caused by a large cluster of dockless rental e-bikes (including Lime and Forest bikes) dangerously parked and dumped along Consfield Avenue.

Multiple bikes have been left blocking both the public pavement (footway) and the active roadway, creating significant hazards for pedestrians, motorists, and vulnerable road users.

SPECIFIC ISSUES & SAFETY HAZARDS - Pavement & Footway Obstruction: Multiple bikes are parked across narrow stretches of pavement, severely restricting footway width. This creates a major accessibility barrier for wheelchair users, parents with pushchairs, and visually impaired pedestrians. - Road & Carriageway Hazard: Several bikes, including overturned units, extend directly into the live traffic lane adjacent to parked vehicles. This forces oncoming motor traffic to swerve toward the center of the road. - Toppled / Unstable Bikes: A high concentration of bikes has been left unstable, resulting in bikes tipping over into the road gutter and walkway.

Photographic evidence has been taken documenting the scale of the obstruction on Consfield Avenue, showing over a dozen rental bikes lining the kerb and protruding onto the road surface and walkway.

REQUESTED ACTION 1. Immediate Removal & Clearance: Urgent dispatch of a team to clear the obstructed footway and roadway at Consfield Avenue. 2. Parking Enforcement: Implementation of geofenced parking enforcement or designated bay requirements to prevent recurring pile-ups at this location. 3. Operator Accountability: Follow-up with the respective operators (Lime, Forest) regarding public rights-of-way management.

    A highway officer will visit to inspect the site within five working days. If we think the obstruction may be dangerous based on the information you give us, we aim to inspect the site within 2 hours. If we decide it is dangerous, we will resolve it within four hours after inspection. If it is not dangerous, we will resolve it within 28 days following the inspection.
    We can take legal action against people who cause obstructions to roads, pavements or footpaths.
